The law

The law behind it

Minahang Bayan areas are set up under Republic Act No. 7076, the People's Small-Scale Mining Act of 1991. The law lets the government declare specific areas where small-scale mining can be carried out legally, with oversight from national and local authorities.

The law’s stated aim is to promote, develop, protect and rationalise viable small-scale mining, so that it creates more jobs and shares the nation’s mineral wealth more fairly. It also calls for small-scale mining areas to be managed in an orderly, systematic and ecologically balanced way.
