To mine gold and silver legally, safely and responsibly in the Capacuan Minahang Bayan, and to turn that work into education, livelihood and wellbeing for the community.
Gold mining, done right.
Capacuan Small Scale Miners Association is not a corporation. We are a miners’ association working within a Minahang Bayan of about 81 hectares, a People’s Small-Scale Mining Area officially declared by the Philippine government under Republic Act No. 7076, on land the Inocalla family has mined since before the Second World War. Our site covers the Manila, Vallejo and Virginia veins of the old Paracale Nacional mine, studied by consulting geologists in 2026. Operating within this legal framework, we are dedicated to reshaping the future of small-scale gold mining.

Our focus
Our focus isn’t solely on extracting resources; it’s about doing it right. We envision a future where sustainable gold mining is the norm, not the exception. This drives us to implement responsible mining practices, ensuring we prioritize our planet and its people. We embrace green methodologies that extract value in harmony with nature, maintain ecological balance, prioritize human health, and contribute to the long-term prosperity of local communities.

Roots. Shishir Allan Inocalla was born on 12 January 1955 in Paracale, Camarines Norte, into a family whose ties to the Paracale–Jose Panganiban gold district go back to before the Second World War. His father, the late Vicente L. Inocalla Sr., founded the family’s mining business: he worked in the Paracale mines before the war and later ran his own mining and hauling contracts, and the Inocalla family has held land and carried on small-scale gold mining in the district across several generations.
Leadership. In February 2026, at the association’s re-organisational meeting, he was elected President of the Capacuan Small Scale Miners Association, a DOLE-registered association in Barangay Capacuan, Paracale, and he has led its Minahang Bayan work with the Mines and Geosciences Bureau, Region V. He is also the principal of Paracale Gold Corp., organised in British Columbia, Canada.
Land and permits. He represents the Inocalla family on its land in the district, including the site in Barangay Santa Rosa Sur, Jose Panganiban, set aside for the processing plant, and has held the site’s Environmental Compliance Certificate (ECC) since 2021. Under special powers of attorney, he manages the family’s land and mineral claims for the Inocalla heirs (since August 2025).
The goal. His aim is to bring the historical Inocalla holdings together into a professionally documented, properly permitted gold project, one that can meet international disclosure standards and the due-diligence requirements of institutional lenders.
Beyond mining
Character. A heartful leader and a proponent of sustainable development, he fosters a culture of discipline, respect and care for the land and its people. A celebrated martial artist, high-performance coach and yoga master, he brings the same focus to eco-conscious mining, with a background that bridges community wellness and environmental activism.
Community. Under his guidance, mining here is not only about extracting minerals but about cultivating human potential, through education and sports programmes for holistic community development. He believes true wealth comes from a harmonious balance between human progress and the preservation of nature, and works to improve the livelihoods of miners and farmers while protecting the environment for future generations.

Ground studied by geologists
This is proven gold ground: worked before the war, later explored by Philippine Iron Mines, Benguet Corporation and others, and in 2026 studied again by independent geologists who mapped the vein systems, sampled the Manila, Vallejo and Tumbaga veins and set out an exploration program.
We use that data, not guesswork, to decide where to mine, so we can work the veins selectively and keep land disturbance to a minimum.
